Community Development Department Comments:
The City's Community Development Department has reviewed the above-referenced plot plan
and has determined that the application is incomplete. To allow the Community Development
Department staff to continue in its efforts to process this application, the following changes will be
required on the application/plans:
1. See redline drawings.
2. As proposed, the monument sign is 60 square feet in size. Please reduce the size to 48
square feet or below.
3. Provide decorative block or slate tile at the base of the monument sign.
4. Provide information on landscape at the base of the sign.
5. The proposed wall sign is 148 square feet. The maximum size allowed is 80 square feet
based on the linear building frontage. Please reduce in size or redesign.
Bear in mind, after receiving the approval on the entitlements, you will need to submit three (3)
sets of plans to the Building and Safety Department.

Plot Plan No. 2017-351 is hereby approved for one (1) 80 (17.99' x 4.45')square
foot wall sign, on the west facing side of the new building and a 48 (8.92'x 5.33')
square foot freestanding sign located at 26380 Palomar Road (APN: 331-220-037).
The freestanding sign is located near the southwest corner of the site at the
intersection of Palomar Road and Mathews Avenue and is setback ten (10) feet
from the property line.
The freestanding sign is to be constructed of aluminum tube framing, wrapped in a
0.125" polyurethane industrial painted aluminum skin. The sign face will consist of
0.5"-thick black acrylic letters. The wall sign will consist of aluminum paneling with
an applied vinyl graphic.
Any additional signage not included with this review will require additional
Community Development Department review and approval.

The Forterra signage has been reviewed for consistency with the City of Menifee Municipal
Code, Chapter 9.76 which sets forth the citywide design standards for all signage.

signage regulations set forth in Chapter 9.76—Sign Regulations.

2. Indemnification.
Applicant/developer shall indemnify, defend, and hold harmless the City of
Menifee and its elected city council, appointed boards, commissions,
committees, officials, employees, volunteers, contractors, consultants, and
agents from and against any and all claims, liabilities, losses, fines, penalties,
and expenses, including without limitation litigation expenses and attorney's fees,
arising out of either the City's approval of the Project or actions related to the
Property or the acts, omissions, or operations of the applicant/developer and its
directors, officers, members, partners, employees, agents, contractors, and
subcontractors of each person or entity comprising the applicant/developer with
respect to the ownership, planning, design, construction, and maintenance of the
Project and the Property for which the Project is being approved. In addition to
the above, within 15 days of this approval, the developer/applicant shall enter
into an indemnification agreement with the City. The indemnification agreement
shall be substantially the same as the form agreement currently on file with the
City.
3. Definitions
The words identified in the following list that appear in all capitals in the attached
conditions of PP 2017-351 shall be henceforth defined as follows:

7. Comply with Ordinances/Codes
The development of these premises shall comply with the standards of
Ordinance No. 348 and all other applicable City of Menifee ordinances and State
and Federal codes.
8. Landscaping
Landscaping shall be provided at the base of the sign (see PP 2017-223). At a
minimum, landscape area shall be equal to the area of the sign. Landscaping
shall be complementary to the landscaping for the overall site, shall be
appropriately irrigated and shall include flora arrangements that include drought
tolerant annuals and perennials, which are designed to facilitate maintenance as
well as enhanced aesthetic quality. The design of the landscaping shall be such
that natural growth will not obscure the sign from the public right-of-way.
9. Viable Landscaping
All plant materials within landscaped areas that will be disturbed due to
construction of the proposed pylon sign shall be replaced or repaired and
maintained in a viable growth condition throughout the life of this permit. To
ensure that this occurs, the Community Development Department shall require
inspections in accordance with the Landscape/Irrigation Install Inspection
Condition of Approval.
10. Comply with Building and Safety
Compliance with Department of Building and Safety directives and all required
permits shall be obtained prior to establishment or continuation of the use.

Compliance with Engineering Department directives and all required permits
shall be obtained prior to establishment or continuation of the use.
12. Encroachment Permits
All work done within Riverside County and/or City of Menifee right-of-way shall
have been authorized by an encroachment permit.
13. Lighting Hooded and Directed
Any outside lighting shall be hooded and directed so as not to shine directly on
adjoining property or public right-of-way.
14. Comply with Menifee Municipal Code Chapter 6.01
All lighting shall comply with any applicable provisions of City of Menifee
Municipal Code Chapter 6.01.
16. Expiration Date
This approval shall be used within two (2) years from the date of approval;
otherwise, the Plot Plan shall be null and void. Notwithstanding the foregoing,
the applicant or a successor-in-interest may, prior to its expiration, request an
extension of time in which to use the Plot Plan. If an extension is granted, the
total time allowed for use of the Plot Plan shall not exceed a period of five years,
calculated from the date of approval. The term "use" shall mean the beginning of
substantial construction of the use that is authorized, which construction must
thereafter be pursued diligently to completion, or the actual occupancy of existing
buildings or land under the terms of the authorized use.
16. Signs Maintained
All signs shall be maintained in a condition acceptable to the Community
Development Department throughout the life of the permit. Graffiti shall be
removed from all signs within twenty-four(24) hours.
Prior to Building Permit Issuance
17. Elevations. Elevations of the wall and monument signs submitted for Building
Permit plan check approval shall be in substantial conformance with the
elevations shown on APPROVED EXHIBIT S.
18. Fees.
Prior to issuance of required permits, the Community Development Department
shall determine if the deposit based fees for project are in a negative balance. If
so, any outstanding fees shall be paid by the applicant/developer.

19. Final Landscape Inspection. The final landscape approval following installation
shall be subject to the review and approval of the City's Community Development
Director or his or her designee. The Community Development Director may
require additional trees, shrubs and/or groundcover as necessary, if site

inspections reveal landscape deficiencies that were not apparent during the plan
review process.
20. Fees.
Prior to issuance of required permits, the Community Development Department
shall determine if the deposit based fees for project are in a negative balance. If
so, any outstanding fees shall be paid by the applicant/developer.
