Extinguisher.
12. All fire extinguishers shall have current certification affixed and be fully
charged.
The local Fire Stations will be notified,by the applicant,of any necessary information regarding
the event.(i.e:number of attendees,time of event,location of emergency first aid stations,
roads affected by events etc...)
A Fire inspection will be conducted prior to the start of event. Fees will be collected accordingly.
In addition, subsequent inspections may be required(on an as needed basis,for maintaining fire
safety.)
The Fire Department approved plans and conditions letter must be at the job site or NO
inspection will be performed.

Councilmember Temporary Outdoor Event No. 2016-070 (Living Spaces Tent Sale): The use
hereby permitted is Community Development Department approval of a
temporary tent sales event located on Assessor's Parcel Number 364-010-014.
The project is located in the parking lot in front of the Living Spaces retail store at
the Menifee Town Center located at the southwest corner of Newport Road and
Antelope Road. The hours of operation for the event are from 10:00 a.m. to 9:00
p.m., seven days per week. The tent sales event will be in operation from March
28, 2016 to April 17, 2016.
The tent sale includes one (1) 120' x 40' tent, two (2) 53'-long trailers for storage
of the furniture, and one 25 kW generator. The tent will occupy twenty-eight (28)
parking spaces and one (1) interior drive aisle, the generator (for internal tent
lighting) will occupy one (1) space, and the trailers will occupy nineteen (19)
spaces. Patrons of the tent sales event will be able to use the restrooms within
the existing adjacent Living Spaces store.

City of Menifee Ordinance No. 2010-73
Pursuant to Section 9.1.040 (u) of City of Menifee Ordinance No. 2010-73, the Community
Development Director has the authority to approve minor temporary use permits that are
exempt from CEQA and that do not need a variance.
FINDINGS:
This project is subject to City Ordinance No. 2009-022, and is therefore subject to the
following findings:
1) The temporary use is compatible with the zoning, nature, character, and use of the
surrounding area.
The property and the entire Menifee Town Center are zoned for commercial uses and are
designated for commercial retail activities according Menifee Village Specific Plan
designation. A temporary event such as the one proposed can occur in any zone. The
annual temporary tent sale will occur within a parking lot for an existing shopping center.
The proposed event will not conflict with the operations of the rest of the center. The
property currently contains a Living Spaces store.
The temporary tent sale within an existing parking lot will not significantly impact the
surrounding uses, since the attendance of the event (100 daily attendees plus approximately
forty-eight (48) parking spaces taken up by the event) will be less than the existing parking
lot capacity (approximately 659 spaces in this portion of the parking lot, plus excess in
nearby sections of the parking lot). Therefore, the proposed temporary use is compatible
with the surrounding area and uses, including zoning.
2) The temporary use will not adversely affect the adjacent uses, buildings or
structures.
As previously noted, surrounding properties within the Menifee Town Center include existing
commercial retail uses. Properties to the east across Antelope Road include single-family
residences. However, these homes have a perimeter block wall along their back property
lines which separates them from Antelope Road and the Menifee Town Center. In addition,
they will be located more than 400 feet from the event.
The project will not adversely affect these uses, because the site has adequate parking, the
number of daily attendees is not anticipated to generate a significant amount of traffic, hours
of operation are consistent with the existing commercial development and hours of operation
are compatible with the surrounding uses. Therefore, the project is not anticipated to
adversely impact the adjacent uses, buildings, or structures.
3) The nature of the proposed temporary use is not detrimental to the public health,
safety or welfare of the community.
This temporary event has been reviewed and conditioned by the City Building and Safety
Department, Riverside County Fire Department and Riverside County Sheriff. Each of these
departments is tasked with protecting a different aspect of public health, safety, and general
welfare. Since this project shall comply

with these requirements, it is anticipated that the use shall not be detrimental to public
health, safety, and welfare.
