RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE APPROVING
THE APPLICATION FOR GRANT FUNDS FOR THE SUSTAINABLE COMMUNITIES
PLANNING GRANT AND INCENTIVES PROGRAM UNDER THE SAFE DRINKING
WATER,WATER QUALITY AND SUPPLY, FLOOD CONTROL, RIVER AND
COASTAL PROTECTION BOND ACT OF 2006
(ROMOLAND/HOMELAND MASTER FLOOD CONTROL PROJECT)
WHEREAS, the Legislature and Governor of the State of California have
provided funds for the program shown above, and
WHEREAS, the Strategic Growth Council has been delegated the responsibility
for the administration of this grant program establishing necessary procedures; and
WHEREAS, said procedures established by the Strategic Growth Council require
a resolution certifying the approval of application by the City's governing board before
submission of said application to the State; and
WHEREAS the City, if selected will enter into an agreement with the State of
California to carry out the development of the proposal; and
WHEREAS, Romoland / Homeland meets the definition of an economically
disadvantaged community; and
WHEREAS, the Romoland/Homeland Area Master Flood Control Project (MFCP)
is a regional, multi-jurisdictional drainage project that institutes the Riverside County
Flood Control and Water Conservation District's Master Plan of Drainage for this Area,
and
WHEREAS, a certified Environmental Impact Report had been prepared (SCH
2003111131); and
WHEREAS, the MFCP will benefit the community by creating over 27,000 jobs
including 600 immediate construction jobs, 8,700 permanent jobs and 18,000
construction jobs over 10 years; and
WHEREAS, the MFCP will facilitate the generation of 1.5 billion dollars annually,
drastically stimulating the local economy; and
WHEREAS, the MFCP will remove 500,000 tons of polluted silt and debris
annually from flowing into Canyon Lake and Lake Elsinore, both which are listed as
303(d) Impaired Water Bodies by the United States Environmental Protection Agency;
and
WHEREAS, the MFCP will improve public health and safety by protecting
Heritage High School, the power plant in Romoland and existing Southern California
Edison substation and maintenance facility and numerous public roads and public
facilities in the area and eliminate flooding of State Highway 74; and

WHEREAS, the MFCP will restore watersheds, streams and rivers, promote
water conservation by improving regional groundwater recharge capabilities, and
incorporating drought efficient landscaping; and
WHEREAS, the MFCP will protect air quality by an anticipated 30% reduction in
commuting distances, improving jobs/housing balance and reducing greenhouse gas
emissions; and
WHEREAS, the MFCP is fully permitted (Federal, State and Local), all plans
have been approved and all necessary rights-of-way have been acquired; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Menifee, California, that:
1. The Recitals set out above are true and correct.
2. The City of Menifee approves the filing of an application for the
Romoland/Homeland Area Master Flood Control Project in order to become a
sustainable community;
3. The City of Menifee certifies that it understands the assurances and certification
in the application, and
4. The City of Menifee will have sufficient funds to develop the Proposal or will
secure the resources to do so, and
5. The City of Menifee certifies that the Proposal will comply with any applicable
laws and regulations.
6. The City of Menifee appoints Community Development Director Carmen Cave or
designee, as agent to conduct all negotiations, execute and submit all documents
including, but not limited to applications, agreements, payment requests and so
on, which may be necessary for the completion of the aforementioned projects.
