12-267 RESOLUTION NO 12-267 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE APPROVING PARTICIPATION IN FISCAL YEAR 2012 EMERGENCY MANAGEMENT PERFORMANCE GRANT WHEREAS, the Department of Homeland Security, Federal Emergency Management Agency have provided funds for the FY 12 Emergency Management Performance Grant (EMPG) program shown above, and WHEREAS, the California Emergency Management Agency (CaIEMA) has been delegated the responsibility for the administration of this grant program establishing necessary procedures; and WHEREAS, the Riverside County Office of Emergency Services has been further delegated the responsibility for the administration of this grant program establishing necessary procedures; and WHEREAS, said procedures established by the State of California and the County of Riverside require a resolution certifying the approval of application by the City's governing board before submission of said application to the County and State; and WHEREAS the City, if selected must provide fifty percent cost share either through cash or in-kind match; and WHEREAS, the City meets or exceeds the minimum grant requirements; and WHEREAS, the EMPG Grant will benefit the community by providing emergency management public outreach programs; and WHEREAS, the EMPG Grant will facilitate the emergency management planning and response programs of the City; and and WHEREAS, the EMPG will enhance current hazard mitigation efforts of the City; WHEREAS, the EMPG will improve public health and safety by protecting the residents and businesses of the City during emergencies and disasters. WHEREAS, the EMPG provides for a fifty (50) percent in-kind match of existing emergency management staff salaries. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Menifee, California, that: 1. The Recitals set out above are true and correct. 2. The City of Menifee approves the filing of an application for the Emergency Management Performance Grant in order to become a sustainable community; City of Menifee Resolution 12-267 Emergency Management Performance Grant Participation 3. The City of Menifee certifies that it understands the assurances and certification in the application, and 4. The City of Menifee will have sufficient funds to develop the Proposal or will secure the resources to do so, and 5. The City of Menifee certifies that the Proposal will comply with any applicable laws and regulations. 6. The City of Menifee�,aippoints the City Manager or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned projects.
